The Lower Alsace Board of Supervisors met in regular session on Wednesday, September 28, 2011 at 7:30 P.M. in the Township Municipal Building, 1200 Carsonia Avenue, Reading, PA. ATTENDANCE
Board members present: James Oswald, John Theodossiou & Todd Weikel
Also in attendance were Brian and Lannee Sands and Homer Williams, Township Residents; and representing Stokesay Castle was Jack Gulati , Owner; Luis Pereira, General Manager; Drew Bell, Legal Counsel; Howard Quaintance, Architect- Muhlenberg Greene; Greg Bogia, Bogia Engineering and Jamie Klein, reporter from the Reading Eagle. The meeting was called to order at 7:30 P.M. by Chairman James D. Oswald and then followed with the pledge of allegiance to the flag. At this time the meeting was temporally adjourned into an Executive Session to discuss legal matters surrounding the Stokesay Castle Conditional Use application. When the meeting resumed, the Solicitor reviewed the proposed Conditional Use Decision for the Stokesay Castle application. Then Supervisor Oswald made a motion to approve the decision. The motion was seconded by Supervisor Weikel and all voted yes to approve and sign the decision which conditionally approved the request.
APPROVAL OF THE MINUTES
A motion was made by Supervisor Oswald, seconded by Supervisor Theodossiou and all voted yes to approve the minutes of the September 14, 2011 Lower Alsace Township Supervisors’ Meeting. TREASURER’S LIST OF BILLS A.
Supervisor Oswald made a motion to approve payment of the list of bills as presented in the amount of $10,061.29 from the General Fund and $1,222.72 from the Fire Tax Fund. Supervisor Weikel seconded the motion and all voted yes to approve. The 2012 Minimum Municipal Obligation (MMO) for the Lower Alsace Non-Uniform Pension Plan was reported to the board to be projected at $80,432.00
OLDBUSINESS
A motion was made by Supervisor Weikel, seconded by Supervisor Oswald and all voted yes to authorize the Solicitor to proceed with the advertising of the Joint Zoning and Subdivision/Land Development Ordinances for Lower Alsace and Mount Penn Borough.

NEWBUSINESS A.
A motion was made by Supervisor Weikel, seconded by Supervisor Oswald and all voted yes to cancel the contract for electricity services for Dominion Retail and approve a three year contract with Exelon, authorizing the Manager to sign the contract documents. The manager noted that the energy savings from this new supplier is estimated to be $11,000 per month.
Supervisor Weikel made a motion to accept with regret the resignation of Jay Worrall, Lee Pace and Julie Schweitzer from the Lower Alsace Community Development Committee. It was then noted that the intent of these three citizens is to serve on the Board of Directors of the newly formed Antietam Valley Community Partnership, Inc. In a letter from Mr. Worrall this new organization has been developed as a “corporation” seeking to improve the quality of life in the Antietam Valley which is defined in their bylaws as inclusive of the Borough of Mount Penn, Lower Alsace Township and the Borough of Saint Lawrence and the immediately surrounding area. Supervisor Weikel noted that the Lower Alsace Development Committee’s remaining members, Todd Weikel, Tom Watcke and Mike Vogt will continue to serve and seek new members.
A this time a motion was made by Supervisor Oswald, seconded by Supervisor Weikel and all voted yes to appoint Jay Worrall as a township representative to the Antietam Valley Community Partnership, Inc.
The Manager noted receipt of a Zoning Hearing Board Application for the County of Berks Public Safety Radio Project.
A motion was made by Supervisor Oswald, seconded by Supervisor Theodossiou and all voted yes to approve Resolution 201109281 approving contract with Met Ed for additional street light installation on existing pole on High Street at no charge to the Township for installation. A motion was made by Supervisor Oswald, seconded by Supervisor Weikel and all voted yes to approve Resolution 20119282 for the 2011 Halloween Curfew. (attached to these minutes)

TOWNSHIP OF LOWER ALSACE BERKS COUNTY, PENNSYLVANIA RESOLUTION NO. 201109281
WHEREAS, a contract was entered into by the Supervisors of Lower Alsace Township,
County of Berks, and Metropolitan Edison Company, (hereinafter Met-Ed), on December 1, 1979, whereby said Company shall furnish lighting; and
WHEREAS, it is necessary and proper that additional lighting should be installed and
maintained for the service, accommodation, convenience and safety of the public;
NOW, THEREFORE, BE IT RESOLVED, that we, the Supervisors of said Township,
pursuant to the provisions and terms of the Company's applicable Rate Schedules and Riders, and the rules and regulations now on file and such rules and regulations, Rate Schedules and Riders hereafter filed from time to time and in effect with the Pennsylvania Public Utility Commission (hereinafter Tariff), do hereby order and direct Met-Ed to furnish additional lighting consisting of Install and provide total maintenance to one (1) Company owned, 100-watt, high pressure sodium vapor, cobrahead streetlight on existing wood pole in front of 3 High Street, within the Township.
