God kväll Idensalmi! God kväll kära LEADER-vänner! Jag har den stora glädjen att välkomna er å mina egna och jord- och skogsbruksministeriets vägnar hit till Idensalmi i hjärtat av Norra Savolax för evenemanget LINC LEADER 2013. Ni deltagare är totalt 224 stycken, från 14 olika länder. Flest deltagare kommer från Österrike, Estland, Lettland och värdlandet Finland. Vad roligt att se er alla här! Evenemanget LINC arrangerades för första gången år 2010 i Österrike. År 2011 stod Tyskland på tur, och förra året var Estland värdland. LINC kombinerar presentation av god praxis, lokal kultur, europeisk matkultur samt att man gör saker tillsammans. Huvudvärd för LINC Finland är Veturi i Övre Savolax. De andra arrangörerna för evenemanget är de två övriga landsbygdsnätverksenheten, samt Idensalmi stad och övriga lokala och regionala samarbetspartner. LINC-nätverket är ett exempel på långsiktigt internationellt samarbete. Det internationella samarbetet fordrar engagemang, tid och personliga kontakter. I samband med detta kan jag med glädje och stolthet konstatera att de lokala aktionsgrupperna eller LEADER-grupperna har gett liv åt den finländska landsbygden under hela den tid Finland varit medlem i EU. Under 18 års tid, med hjälp av över 18 000 projekt, har man förbättrar livskvaliteten och trivseln för befolkningen på landsbygden, lärt sig nya saker, tagit hand om miljön, gjort uppfinningar, arbetat tillsammans, även på internationellt plan, renoverat möteslokaler, och skapat tusentals nya arbetsplatser och företag. En tredjedel av den totala finansieringen har utgjorts av människors egna tid och pengar. De offentliga medlens häveffekt är således märkbar. I arbetet inom aktionsgrupper har man på ett jämlikt sätt samlat lokala aktörer inom den offentliga sektorn, representanter för föreningar, företag och enskilda invånare på landsbygden i samma föreningar. Det är ovanligt att den offentliga makten flyttas över till lokala föreningar. Arbetssättet har visat sig fungera, eftersom det aktiverar och engagerar nya aktörer i att utveckla den egna regionen och uppmuntrar samarbete mellan aktörer i olika sektorer. Effekterna av arbetet i aktionsgrupper har dokumenterats i ett flertal nationella och internationella undersökningar och utredningar. Här i Finland omfattas samtliga landsbygdsregioner av arbetet i aktionsgrupper. Arbetssättet omfattar således 2,5 miljoner människor på landsbygden. Arbetet i aktionsgrupper beaktar behoven hos och förhållande för de lokala invånarna. Arbetet är människonära. Idéerna och projekten är inte för stora. Det lokala utvecklingsarbetet innebär verksamhet, stöd och rådgivning, möjligheter att delta och finansiering. Samtidigt är det möjligt att via aktionsgrupperna i praktiken implementera politiska linjedragningar om landsbygden och regionerna. Arbetssättet lämpar sig även för urbana områden. Därför har EU lagt fram ett förslag om att utvidga arbetssätt så som LEADER som utgår från den lokala nivån även till urbana områden. På detta vis kunde människor inom olika regioner såväl på landsbygden som i städerna erbjudas lika möjligheter att delta i utvecklingen av den egna hembygden. För tillfället verkar det som om lokal utveckling i Finland som utgår från medborgarna enligt LEADER-principen även kunde finansieras av socialfonden och regionala utvecklingsfonden. Det skulle vara fantastiskt! Förfaranden i likhet med LEADER skulle inte skapas för detta, utan ett eget verksamhetssätt skulle skapas för de ovannämnda strukturfonderna. Under de kommande månaderna kommer vi att se vad detta innebär i praktiken. Detta fordrar riksomfattande, regionalt och lokalt arbete. Temat för evenemanget LINC Finland 2013 är välfärd. Särskilt viktig för finländarnas välfärd är bastun, som lyfts fram i hög grad under evenemanget. I själva verket har idéer och uppfinningar fått sin början i bastun sedan urminnes tider. Under evenemanget söker och bearbetar vi nya idéer och kompanjonskap i anslutning till välfärd. Jag önskar er alla ett lyckat seminarium, arbetsglädje och gott humör. Det gör ingenting om LEADER-arbetet är roligt ibland också! Jag ser fram emot era förslag, idéer och uppfinningar – allt som kommer att födas under de kommande dagarna, Samtidigt vill jag tacka er för er insats under de gångna åren. Good evening Iisalmi! Good evening, Distinguished Friends of LEADER! It is a great pleasure for me to welcome you all to this LINC LEADER 2013 event, both personally and on behalf of the Finnish Ministry of Agriculture and Forestry. It is good to be here in Iisalmi, in the heart of the North Savo region. The more than 220 people present here today come from 14 different countries, with the largest numbers of participants from Austria, Estonia, Latvia, and the host country Finland. I am most pleased to see each and every one of you here! The LINC event was organised for the fist time in Austria in 2010. In 2011 it was Germany's turn to host the event, and last year it was in Estonia. The events offer an excellent forum for combining presentations and knowledge-sharing on good practices with local culture, European food culture, and working together. The main host for the LINC Finland is the LEADER action group Ylä-Savon Veturi, whose name means the locomotive, engine, or driving force of the North Savo region. The cooperation partners in organising the seminar were the two other LEADER groups of the region, Mansikka and Kalakukko, whose names in turn mean strawberry and a local traditional fish pastry, both important products of the area. The rural network unit, City of Iisalmi, and other local and regional partners have also contributed to the event in many valuable ways. The LINC network is a model example of long-term international cooperation, which always requires strong commitment, time, and good personal contacts. In this connection I am pleased and proud to point out how much the local action groups, or LEADER groups, have enhanced the vitality of the Finnish countryside all through the time that Finland has been in the EU. Over the past 18 years more than 18 000 projects have been carried through to improve the amenities of the rural areas and quality of life of the people, learn new things, manage the environment, foster innovation and collaboration, renovate buildings for meetings and events, and create thousands of new jobs and enterprises. Private efforts and funding account for about a third of the total funding, which means that public funding made available through LEADER has functioned as a significant booster. The work done by the local action groups brings together local public actors, representatives of various associations, enterprises, and individual rural residents, all on an equal standing. It is not at all common that public power is being transferred to local associations. This has proven a good practice as it activates new people to get involved and commits them to developing their region, as well as encourages to cooperation across the sectors. The fact that the work of the action groups truly is effective has been proven in numerous international studies and surveys. In Finland this work covers all rural areas, meaning that the practice has been made available to a total of 2.5 million people. The work of the action groups is founded on the local needs and conditions. It is work from people to people, where the ideas and projects are of the right size for the local people to cope with. Local development work means action, support and advice, involvement opportunities, and funding. At the same time the action groups take broader rural and regional strategies and outlines to practice, which means that they function as a distribution channel for the policies and strategies. The working method is well suited to the urban areas as well. This is why the European Union has proposed that a community-based methodology, similar to the LEADER approach, should also be applied in the urban areas. Through this both rural and urban residents would have an equal access to participate in the development of their home region. At the moment it seems that local development based on civic action and the LEADER principles could also be implemented in Finland by means of funding from the European Social Fund and Regional Development Fund. This would be great! It does not mean that procedures such as those in LEADER would be constructed under these structural funds, but they would have specific practices customised according to their own needs. The following months will show what this means in practice, and significant efforts will be needed nationally, regionally and locally to make this happen. The theme of the LINC Finland 2013 event is wellbeing. One particular aspect of Finnish wellbeing is the sauna, which is also well represented in our programme. Through times the sauna has been a cradle of new ideas and inventions. In the next couple of days we will seek and bring forward new ideas and partnerships relating to wellbeing. I am sure this will be a good event, and I wish you joy in your work. It is actually quite alright to have fun when working with LEADER! I look forward to your ideas, initiatives and inventions - all you come up with in the next few days. I also wish to thank you for the excellent work done in the past years, which has paved the way for a good future. Welcome!
