ANNOUNCEMENT - INVITATION
December 18th – December 20th, 2008

ANNOUNCEMENT:
Skate Israel 2008 is a senior international competition which includes Short Program and
Free Skating for Men, Ladies and Pairs as well as one Compulsory, Original and Free Dance for Ice Dancing. The competition will be held at the “Canada Centre” in Metulla, Israel on December 18 to December 20, 2008. GENERAL REGULATIONS:
Skate Israel 2008 will be conducted in accordance with the International Skating Union
(I.S.U) Constitution and General Regulations 2006, the Special Regulations and Technical Rules
Single & Pair Skating and Ice Dancing 2008 as well as all pertinent ISU communications. the
wording of the 2008 Regulations and Rules shall prevail.
Participation in the "Skate Israel 2008" is open to all competitors who belong to an ISU Member, Rule 109, paragraph 1, and qualify with regard to eligibility, according to Rule 102, provided their ages fall within the limits specified in Rule 108, paragraph 2.b) and paragraphs 1 through 5 and ISU Communication 1420. Passports of the skaters, as well as the ISU Clearance Certificate, if applicable, must be presented at the accreditation.
ANTI-DOPING:
Anti-Doping test will be carried out in accordance with the valid ISU Anti-Doping Code (ISU Communication No 1121 or any further update of this Communication). NOMINATION OF JUDGES:
Each ISU Member has the right to enter one judge. If an ISU member has entries in three or more disciplines, this Member has the right to enter a second judge, who has to have the international qualification for ice dancing and if possible also for singles or pairs. Should there be too many judges nominated for participation, the organizer reserves the right to draw for the composition of panels beforehand and inform those judges who are not drawn for service. Only Judges, who have participated in one of the ISU Seminars for the ISU Judging ENTRIES AND NOMINATIONS:
Entries of competitors must be made by the National Associations on designated forms. Entries of competitors and nominations of Judges should be received no later than
November 1st, 2008

ACCOMMODATION, MEALS AND TRAVEL:
The organizers will bear the cost of travel, accommodation and meals for all Referees, Technical Controllers, Technical Specialists, Judges and Event officials from dinner on 16 December to breakfast on December 21, 2008. Should any official, Technical Controller, Technical Specialist and Judge arrive at the hotel before or stay longer than the period described above, their room costs and expenses will be the responsibility of the individual and must be paid on arrival. All Competitors, Coaches and Team Leaders have to bear their own travel and hotel expenses. Meals will be provided by the Organizing Committee from dinner on 16 December to breakfast on December 21, 2008. All participants will be met at Ben Gurion International Airport and transported to Metulla and from Metulla to Ben Gurion Airport. TECHNICAL DATA:
The Competition will take place in an indoor artificial ice rink, the surface of which measures 60m x 30m. Official training is scheduled from the morning of 16 December.

Men and Ladies

In accordance with the ISU Technical Rules Single & Pair Skating 2008, Rule 510, paragraph 1 and 2 and the respective ISU Communication Duration: 2 minutes and 50 seconds maximum, but may be less. In accordance with the ISU Technical Rules Single and Pair Skating 2008, Rule 520 and the respective ISU Communication. Special attention should be paid to the "well-balanced-program" and the element values. Duration: Men 4 min., 30 sec., +/- 10 sec. Ladies 4 min., +/- 10 sec In accordance with ISU Special Regulations Single and Pair Skating 2008, Rule 353, paragraph 1,l) the multiplying factor for the Program Components are: - Free Skating 1,6
Pairs
Short Program
In accordance with the ISU Technical Rules Single and Pair Skating 2008, Rule 513, , paragraph 2 and 3, Group C and the relevant ISU Communications. Duration: max. 2 min., 50 sec. max., but may be less; In accordance with ISU Special Regulations Single and Pair Skating 2008, Rule 521 and the relevant ISU Communications. Special attention should be paid to the “well balanced program” and the element values. Duration: 4 min., 30 sec., +/- 10 sec. In accordance with ISU Special Regulations Single and Pair Skating 2008, Rule 353, paragraph 1, l) the multiplying factor for the Program Components are: In accordance with ISU Technical Rules Ice Dancing 2008, the following Compulsory Dance will be skated: The official music of the ISU will be played. In accordance with the ISU Technical Rules Ice Dancing 2008, Rule 609, and all pertinent ISU Communications. The rhythm for the Original Dance is the
Rhythms and Dances 1920's, 1930's, or 1940's
Any one or two rhythms/dances originated in the 1920's or 1930's or 1940's may be chosen (except Tango). If two rhythms are used one of them may be repeated. The program should reflect the original flavour and style of the decades mentioned above and NOT performed as a Ballroom Dance. For general information concerning the rhythms (dances) which belong to the above mentioned decades please refer to the "Ice Dance Music Rhythms Booklet and Compact Disc 1995". Variations of tempo within one selection of music are permitted. If only one rhythm / dance is chosen two different tunes of this rhythm may be used and which may differ in tempo. Original orchestration of the music of the 1920's, 1930's or 1940's is not required. However, the orchestration must be in the style of the decade chosen. Vocal music is permitted Duration: 2 min., 30 sec., +/- 10 sec. Variations of tempo within one selection of music are permitted. Each selection of music may have different tempo. For some examples see description in ISU Dance Music Rhythms Booklet and Compact Disc 1995. Vocal music is permitted. Duration: 2 min., 30 sec., +/- 10 sec. In accordance with ISU Special Regulations Ice Dancing 2008, Rule 610 and all pertinent ISU Communication. For the value of the required elements and components see the respective ISU Communications. Duration: 4 min. +/- 10 sec. ISU Special Regulations Ice Dancing 2008, Rule 610 paragraph 2 (required elements) and the respective ISU Communication must be observed.

MUSIC - PLANNED PROGRAM CONTENT:
All competitors shall furnish competition music of excellent quality on either CD or MD format, in accordance with Rules 343, paragraph 1. Each program (Short program/Free Skating, Original Dance/Free Dance) must be recorded on one track respectively on a separate disc. Discs must show the competition event, competitor's name, nation and the exact running time of the music (not skating time) including any starting signal, and must be submitted at the time of registration. The titles, composers and orchestras of the music to be used for the Short Program and Free Skating for Single and Pairs, for the Original and Free Dance for Ice Dance and for the Exhibition must be listed for each Competitor on the official Music Information Form and attached to the official Entry Form for Competitors. If the music information is not completed and discs are not provided, accreditation will not With the entry forms, the "Program Content Sheet" must be returned to the Organizing Committee. It is mandatory that the Program Content Sheet be completed precisely by each
skater/couple in English using the terminology listed in ISU Communication 1318 and 1319 or any
update. It is not permitted to hand over the Program Content Sheets directly to the acting
officials.


REGISTRATION:
All competitors, referees and judges are requested to register at the Skate
Israel 2008 accreditation desk at the CANADA CENTRE upon arrival.

EXHIBITION:
There will be one Gala Exhibition on December 20th, 2008. Payment will not be made to participants of this event.
LIABILITY:
In accordance with Rule 119, it is the sole responsibility of each Member participating in ISU events, to provide medical and accident insurance for their athletes, officials and all other members of the Member's team. Such insurance must assure full medical attendance and also the return to the home country by air transport or by other expeditious means of the ill or injured person. The Israel Ice Skating Federation, the Canada Centre in Metulla and the Organizing Committee accept no responsibility for, or liability with respect to bodily or personal injury or property loss or damage incurred by the competitors and officials.

All official communications during the competition will be in English.
